Is abortion legal in Uruguay?
Abortion is legal on request up to 12 weeks, with exceptions up to 14 weeks for rape or fatal fetal abnormalities. After that, only for life or health risk. Under VTP Law No. 18,987 and its 2012 regulation (Decree 375/12), abortion is legal and available within the National Integrated Health System (SNIS). A multidisciplinary team provides care, including counseling and a five-day reflection period. Providers can conscientiously object, but must operate within a regulated system: institutions cannot refuse collectively, and objecting professionals must refer patients promptly [1]. Despite legal access, high levels of conscientious objection, up to 100% in some regions, can delay care [2].
